Although water is an almost ideal power source, it suffers icing. It also isn't much use in the terrain we're thinking of, because it's flat.
The water energy I do consider, though, is tidal power. If we can get a property that allows tidal power this gets over the freezing and reliability problems, and produces a much better result than either wind or sun.
